He bridges NEPA's intellectual founding generation and its applied practice community with genuine credibility in both worlds. He remains deeply involved today and has a solid track record of peer-reviewed research to back up his expertise. Calthos specializes in providing science-based National Environmental Policy Act (NEPA) documentation review and consulting services.  We also provide environmental policy formulation services to Federal, state, and local governments and other organizations concerned with using the environment in a just, sustainable manner. I have many years of experience implementing and teaching NEPA and am one of the few people who thinks NEPA is both substantive and procedural.

I am the former Southeast Regional NEPA Coordinator for the National Oceanic and Atmospheric Administration, National Marine Fisheries Service in St. Petersburg, Florida and a retired U.S. Army major.
