The third edition of Using NEPA to Combat Global Warming includes the June 2023 changes to the NEPA statute and the May 2024 changes to the CEQ regulations. 

This new edition also discusses getting to net zero by 2050, the Supreme Court's ruling to overturn Chevron, and granting certiorari to Seven County Infrastructure Coalition v. Eagle County. In Seven County,  the Court held (May 29, 2025) that NEPA only requires agency EISs to consider impacts that they have regulatory power over and that they do not have to consider upstream and downstream effects.
